This simplifies the Sphinx configuration and adds additional grouping and structure to the existing code as well.

So... I'm gonna merge this without reviews since (1) CI is happy, (2) ReadTheDocs is happy and (3) I am definitely making follow up PRs, and I'm happy to address suggestions/comments related to this in those. |

Toward #9475
These are most (all?) of the non-content changes from #9474.
This should allow for a more gradual introduction of all the restructuring and rewrites, while avoiding conflicting work such as #9671.
